Ultimately it might be nice to let the airport designer specify the layering, but without that information, we just have to make our best attempt in the code. I would imagine a day sometime in the future where the designer would lay out all the taxiways and corners and lines and specify all of the elements explicitely so that terragear isn't left to guess.
