New data for use in FlightGear

I want to use some data I have to make terrain files for FlightGear. 
The data is only for one geo-cell ( 1 deg lat by 1 deg long ), and
from the looks of things, the borders of the data in the *.arr files
overlap, so I was thinking of not using the data for the adjacent
geo-cells.  Is it true that if the borders don't overlap, it could
confuse FlightGear?

Anyhow, I looked at the how the DEM files were being broken up from
the DEM-30 standard files.  For the geo-cell I'm interested in, it
outputs 32 *.arr.gz files (4 longitude files by 8 latitude files).  I
was going to try to sneak my data into the *.arr.gz files.  My data
for the one geo-cell contains 1201x1201 posts with a separation of 8
arcseconds.  So I was going to keep the names of the *.arr.gz files
the same, and format the data in the files like so:

latitude_arcseconds longitude_arcseconds
151 8 301 8
301 data posts on this line
150 more lines of data with 301 data posts each

If I break up the data like as described above, place it in a
DEM-3/wAAAnBB/wCCCnDD folder and run the fgfs-tools-server and
fgfs-tools-client, should I get output data that FlightGear can read? 
Is my formatting incorrect?

Any insights are greatly appreciated.
