This has a reasonable explanation. If you use techlevel 50, the cost for researching a new tech is insanely high (compared to science income), so the want for Darwin's goes haywire. More troubling, any very good build target available early on might drown out settlers. So I guess we should WAG up settlers before happysize is reached so that settlers win over wonders, attack units and other useless fluff every time until we manage to grow. - Per
