If selecting between two otherwise equally good tiles, I myself prefer putting city center to tile with zero food or production. But this is only for long term benefit in largepox game. Assuming that size 2 city is using above three tiles, it would get 3/1/0 + 2/2/0 + 2/0/0 = 7/3/0 if center on wheat, 3/1/0 + 2/2/0 + 2/0/0 = 7/3/0 if center on pheasant and 3/1/0 + 2/2/0 + 2/1/0 = 7/4/0 if center on grassland. - Caz
