Freeciv 3.2.0 first beta source code released

The first beta for Freeciv 3.2.0 is now available as source code for download.

The major changes in Freeciv 3.2 are gtk4-client as the default,
new sdl3-client, meson as the preferred build system,
and a whole lot of extra flexibility to create custom rulesets.
