Freeciv 2.4.1 is now available as source code for download. This is a bugfix release, with highlights being crash fixes and AI improvements. See the full list of changes: <http://www.freeciv.org/wiki/NEWS-2.4.1>. Download the source tarball from one of our mirrors, linked from <http://www.freeciv.org/wiki/Download#Stable_2.4>.
