PR#7245: Wish List: Freeciv Tutorial.
Added events: city-built, city-growth, unit-built.
These events, which are so obnoxious in-game, allow a steady progression
of advice to be given to the user (although a tutorial game is probably
short and some of these messages may not be reached).
