[freeciv-data] Tibetan ruleset

Hello, i've created a tibetan ruleset,
it can be found here, with the flags as well:

How will it pass into the main distribution?
AFAIK the 64 nation limit is reached,
is there an easy way to add and use the new contributions?
Or does one have to download the files of his favourite
nation, edit the flag into flags.xpm , etc... ?
