That would allow, for example, the inclusion of all of Britain, England, Wales, and Scotland. England, Wales, and Scotland could all coexist, but if Britain would block (and be blocked by) each of the others. This would also resolve the problem of Russia's cities: If Russia is chosen, Belarus and Ukraine become unavailable, preventing there being two Kievs or Minsks.
