[freeciv-data] r-hires it's comeback

I have draw a new version of my tiles r-hires. You can found if at 
http://f.rodrigo.free.fr/freeciv.php. Please send me all you comment about 
it, Thank. I save space in xpm in order to have low file size and save 
palette color: all my file 1656 Kb instead of 2406 Kb to isotrident. Note: I 
have include the dither system, and mixed some think in small.xpm.
