[freeciv-data] r-hires ver. 3

Hi,
I just draw the version 3 of my tile: the r-hires tile.

 The R-Hires.3 support 7 civilizations graphics and have 5 cities by=20
civilization in place of 4: African, Asiatic, Arabian, Babylonian,=20
Precolumbian, Classical and European.

The cities of R-Hires.3 are a common work with the ft-Tileset of Franz Ma=
ch, =20
to play with more than Classical and European graphics you must use the=20
ft-Ruleset (or equivalent: the nation style must be altered to define all=
=20
cities styles).=20
