[freeciv-data] New tileset

I've made a tileset with hexagonal tiles and uploaded
it to isophex.zip in /incoming on the ftpserver.
I've also put a screenshot here:

Please let me know what you think about this hexagonal-
tileset implementation. (I've only tested
it on the windows client.)
