[freeciv-data] building.png and small.png

I have upload building.png and small.png in incoming.
small.png is a re-wroked version: background of gouv icones, light are more 
clean
building.png is the total icon from Hires and not only the top.

If this files are ok they be able (will can) go in data/misc.
