This lead me to remember that in 
ftp://ftp.freeciv.org/freeciv/contrib/nations/ there are a number of 
contributed nations that, until recently, could not be added because of 
the 64-nation limit.  (Although why the Dunedain get preferance over 
Belgium is beyond me.)

I imagine most of these (all the "modern" ones) should be included.
