Currently the nation names (along with the legend texts) are translated. 
  Thus the texts have to be ASCII, and I think it also follows that they 
should be English (though they may be translated, of course).

Arguably, the nation names should not be translated, like the leader and 
city names.  But, well, there are arguments both ways...
