Portuguese nation ruleset update

This patch adds some more ruler names to the Portuguese ruleset. Several
male rulers and one female ruler. I also added our former dictator to the
list since the other rulesets do not seem to have problems including theirs
so why should we.

The tech list was changed a bit.
