[freeciv-data] byzantine nation + roman flag

I've put an updated version of the byzantine nation in
http://members.hellug.gr/nmav/misc/civ/byzantium.tar.gz

I've also tried to make a new flag of the roman empire using an 
eagle[0]. The output is at:
http://members.hellug.gr/nmav/misc/civ/roman/

I'm not an artist so the output may look ugly. Maybe someone
could create a better one. I tend to prefer the eagle to the
plain SPQR.
