That should be the user's choice, no?

Incidentally, recent patches have made it possible to play a very
small game, at least down to 14x14. I think the #defines should be
fixed to permit that level. The mapgenerators break below some point,
but we shouldn't arbitrarily prevent users from playing on silly maps
if they want to.
