I think they always cause > unhappiness, > regardless of being at home or not. Any unit that causes unhappiness causes the same amount, 1 in rep, 2 in democracy by default. Most units do not cause unhappiness when within borders. The exception are those units with the "FieldUnit" flag from the ruleset.
