builder mod?

Is there "builder" mod for FreeCiv? I don't like Civ2 style of playing, when
war is always on 1st place. In FreeCiv tutorials there is written "do not build
any buildings!", then why they are implemented? Is there ruleset which is
closer to Civ3 gameplay?
