I'm glad if i could help you. Do you know the official rankings on
civserver.freeciv.org? It has a quite good algorith to measure players.
In fact it is a competition as i saw (eg many players, even top ones
don't play under their real nick sometimes in hard games to minimize the
chance of ranking loss, etc), so not sure if we need another ranking
system. What we need is to point out the problems that currently exist,
and figure out solutions together, and define them for those who have
time and knowledge to work on the code imho. Of course your league might
be an important step for this, if u organize it well. I hope you will!

About fun vs war. Every competition is a war, and they only can be
challanging and exciting for long time imho if skill is the dominating
factor in them. It's not bad at all to have war to win, as you play more
w/ a game you learn to respect the challanges. Eg 1 game w/ real
challanging opponents, when u have to do your best  to win, gives much
more fun than 5 game when u crush palyers who r much weaker than u imho.
