For me rt only works after i removed the "3D" and then i saw the
autoattack ... dunno why it's not in ... to patch the client for
doing it clientside shouldn't be a big problem.

But against the powerful dipls there are many possible solutions.
Perhaps a change when a city is bribeable should be done.

Anarchy: A
Despotism: D
Monarchy: M
Communism: C
Republic: R
Democracy: D

Happy H == all cities are bribeable
Content C (happy cities aren't bribeable, rest is)
Unhappy U (perhaps there should be a second state unhappy2)
None N ( no city is bribeable )

Attacker row
Victum column

now it is:

  A D M C R D
A H H H H H N
D H H H H H N
M H H H H H N
C H H H H H N
R H H H H H N
D H H H H H N

my idea: (not perfect now ...)

    A D M C R D
    -----------
A | H C U U N N
D | H C U U U N
M | H H C C U N
C | H H C C U N
R | H H H C U N
D | H H H C U N

another idea then is that when you aren't successful with bribing your
money is lost.
