With F1 -> Select -> Supported units -> settlers/engineers and after
that "invert selection" you have a list from cities which have no
settlers. (Ok it's not perfect because it's an exclive list, it should
be possible to add cities which match to different criterias)

Nearly possible to do that with worklists.
But the worklisthandling isn't that good too ...
