reclaiming ocean

Is there something I have missed to reclaiming ocean squares?

My ruleset currently says:

ocean_reclaim_requirement=2

I am using CVS server and (gtk2) client from yesterday, and have an
engineer on a transport adjacent to 3 land squares.

However, the "transform terrain" order from the Orders menu remains
greyed out.

Is this a different command from transform?  (if so where is it, and
does the gtk2 client not support it yet?)
