Ive uploaded rndCiv 0.3 up to 
  http://banjo.actrix.com/code/rndCiv/rndCiv_0.3.tgz

This is a minor change, just added some more
techs, and converted units data to the new 
format.  Also it's a chance to put the script
in a more convenient location.
