If so, land units should be able to choose not to attack. Otherwise you just
put a line of dirigibles on your border and nobody will be able to pass.
By 'choose not to attack' I mean hostile units should be able to enter
the same square w/o performing an attack. But I don't know if that's
even possible.

Also, I believe they would be counted as defensive units in cities, and
high defense points will make them a much better defence than, say,
phalanxes. I do really think they should be easy to bring down, just like
explorers.
