Autobuild

Hi!

I played with Freeciv a lot and I really liked it. But I missed one 
option: the autobuild. I saw this feature in Master of Orion 2 and I can 
really imagine this in Freeciv. The short story is that there should be 
an option in the city dialog, like a building called autobuild, and it 
build buildings and coinage automatically. Why is it good? Because it 
will switch back from coinage when a new building is available worth 
building.
