The ideea of associating modern nation and state led to ww1 and ww2, Bosnia and Kosovo conflicts, Transnistria, Cecenia, Macedonia hot zones, mass extermination of jews and gypsies in ww2, mass emigration of germans from Poland, of hungarians from Transylvania, ethnical cleanings of romanians and serbians in Austro-Hungaria etc. Take present day Romania, is has a nation called Szeklers entierely without state, in Transylvania there are about 2 milions hungarians and germans in a population of 7 milions. I would sugest the historical nation should have all the cities that were inhabited by that nation at any time, until present time, so that two historical nations can have the same cities.
