Here is a different take. Just like any other unit, a settler has a home city. Normally this means that the home city has to provide support to the unit. What if, when a settler transforms into a city, the "home city" value is carried over. Now there is a relationship between the new city and the originating city. I can see two parts to this relationship, tribute and support. Support takes the form of food flowing from the originating city to the new city. It would be no more than the food originally sent to the wandering settler. So establishing a city would not result in a jump in costs for the originating city. As the new city grows in size, the support would drop off to nothing. Then, as the new city grows further, it starts sending food back.
