bribe city costs change after saving and reloading the game (freeciv 2.0.1)

-----BEGIN PGP SIGNED MESSAGE----- Hash: SHA1 Hello again, Furthermore I think that there's a inconsistency within the calculation of the bribe city costs: Immediately after an AI opponent freed a city capturing about 45,000 gold, the costs for bribing further cities raises to about a tenth of that. I saved the game then and continued to play later. Then the costs were down to about a few hundreds of gold again. I think, that's because I saved the game and reloaded it later.
