hey guys

I've uploaded the latest version of rndCiv to
http://banjo.actrix.com/code/rndCiv/rndCiv-0.9.0.tar.gz

it seems to work for the latest freeciv version (2.0.99),
which is why ive bumped the minor version number up to 9.

Now it just need lots of tweaking, and more rulesets.
