 While there's really weird languages, I see no potential plural here.
Though a number is involved, it's not count of anything in this
context (it's city size, not count of city sizes). We could actually
replace it with word like "Village", "Town", "City", "Metropolis" -
and for added atmosphere I probably do (with ruleset control), now
that I got the idea.

 "%d population" of course needs pluralization as it's about the count
of population points (I'm actually a bit itchy about the English
version dropping the word "points" from these)
