Two issues reported

Hi,

I have a test user of oldstable who says 1) these msgids should really
say 'needs aqueduct or [the sewer system]' (I forget the exact name of
that improvement in English, sorry). If true I guess this may be already
corrected in a more up-to-date version? If I'm wrong, let me know.

2) Also, this might be a more dev issue, but apparently the city dialog
window keeps growing in size when it adjusts to the longest text it's
ever come across, and some of them are sufficiently long in the Finnish
translation that it makes the window overlarge *permanently*. I figure
it should probably adjust backwards too, and not always just grow the
window. (To reproduce, you can show the improvements available in the
future in the production tab, 'näytä tulevaisuuden kohteet'.)

Anyone run into a similar issue?

Am hoping to have time to go through the translation patches and commit
an updated Finnish translation to current stable and trunk accordingly.
:) May is being rather nuts so might not be this weekend yet.
