This is troublesome, as the string is part of the game engine rather than part of the ruleset, so can't always be accurate. This is in the message configuration UI; what it really means is "send me a message when I need a building that behaves like an Aqueduct does in the classic ruleset", that is, allows city growth. There are a number of places where ruleset elements are used as shorthand for game concepts like this. If we add more ruleset details like "or Sewer System" then that'll still be wrong for the Alien World ruleset when we ship it, where the actual requirement is Basic Infrastructure plus various other factors. So it hasn't been corrected, and I think we'll have to leave this as it is. Sounds horribly plausible, although I've not run into it myself. I assume this was the Gtk2 client.
