Yep, I'll happily do this if no-one else gets there first.
According to <http://www.freeciv.org/wiki/Translations> the Simplified
Chinese translation is considered abandoned, so we'll accept
an updated translation from a new contributor.

I just updated this page a bit to mention the multiple files on S2_5 and
later (although I still won't claim it's an adequate guide), and to talk
a bit more about how to choose which branch to work on.
