 No, only the "extended nations" and starting from 2.6 also "ruledit"
tool have separate translation domains. As long as you don't refer to
legends and leader titles from the extended nations set, they should
be in the core "freeciv" domain.
 Can you give an example of an English string that appears, so that I
can check where it's dropped from translation.
