 One of the changes this freeze blocks is correction of msgid:

msgid ""
"For information on\n"
"the citizen governor and governor presets,\n"
"including sample presets,\n"
"see README.cma."

 The file mentioned there has been renamed as README.governor. Update
to that string is in http://gna.org/bugs/?24650, already committed to
S2_6 and trunk.
Freeze of the msgid does not prevent having translations to speak of
"README.governor", so if you want, you can update the translation
already, to be more correct than the original msgid.
That won't stop the string from getting marked fuzzy once the msgid
gets changed when 2.5.4 has been safely released.
