2.6.4

 I hope we can squeeze 2.6.4 release out in just two weeks after
3.0.0-beta1 has been released. That's one week for development like
getting in most important of the patches queued up during the
3.0.0-beta1 preparations, and one week mainly for testing.
 Given the currently planned 3.0.0-beta1 release weekend of 19.3-21.3,
that would mean 2.6.4 release in (long) Easter weekend; 1.4 (Thu) -
5.4 (Mon).
 There are still some translatable string changes expected before
2.6.4, some of them even only after 3.0.0-beta1 has been released.

 So far there have been 78 tickets targeted to 2.6.4 closed in hrm,
and 3 in osdn.
