3.0.0-RC2

 We are about to release the second release candidate of
freeciv-3.0.0. Sorry about the short notice, but this should not
require much action from you. Only if you could avoid pushing anything
to S3_0 until RC2 is ready (should not take many hours), to avoid
interfering with the release process.
 As there has to be at least one week between the last release
candidate and the final release, 3.0.0 final will not be released this
coming weekend, but one week from now the earliest. This e.g. extends
the deadline for translation updates for the 3.0.0.
