 With freeciv-3.0.6 released, we can now start preparing for S3_2
branching. We are reserving three works for that - branching scheduled to
take place Friday February 24th.

 Plan is also that freeciv-3.3 development will take place in a branch
named "main", as per https://osdn.net/projects/freeciv/ticket/44375
