With the discovery of https://redmine.freeciv.org/issues/427
(gtk4-client overwriting user's options, with values migrated from
gtk3.22-client, on every launch) I think we should release 3.1.1 as
soon as possible.
 I'm not entirely sure if "as possible" is already on the weekend of
26.-28.4, but that's what I'm targeting initially.
 String freeze would start one week before, on 18.4 21:00 UTC.
