 With the stuff already merged + stuff currently in the pipeline we
have enough content for a 3.1.3 release. Let's try to get it out in
three weeks, on Friday 11.10.
 String freeze will start Thursday 3.10 21:00 UTC, and deadline for
translation updates will be Thursday 10.11 21.00 UTC.
