 We've had some reports that 3.1.4 Windows Installers do not work on
some systems. Assuming https://redmine.freeciv.org/issues/1290 helps
with that, we will want to release 3.1.5 as soon as possible. The
"possible" would be somewhere between Thursday 17.4 - Monday 21.4,
with formal string freeze starting Wednesday 9.4 21:00 UTC.
