3.2.0-RC1

 I'm not yet sure when we are ready to release 3.2.0-RC1. There's
still quite big impact patches to be merged and to be exposed to
testing for a while.
 But I propose string freeze to start in about a week, 12.6 21:00 UTC,
in any case. There's not many patches with string changes left to
merge, and we don't want to be prevented from releasing 3.2.0-RC1,
when it's ready, because of a lack of prior string freeze period. I
expect this to give at least a two weeks string freeze period, which
is good to have in the beginning of a completely new release series.
