Lately I've tried something else: I've given each player four tiles at the 
start, which can be played instead of drawing and playing.  The four tiles 
are a straight road, a curved road, an empty field with a single city 
endcap, and a cloister.  This allows some actual planning, but still 
requires one to hope for such things as a two-quadrant city tile to get 
into a city, etc.
