Unless you can somehow make sure that people who like a game but think
it should be ineligible, but get outvoted by the majority in some
pre-vote screening process such that that game is in the pool, still
vote for that game based on its quality rather than its eligibility --
and that seems unlikely to me -- I don't think there's any reason to
change the process; people will still ultimately voice their opinion
with their votes (as we're already doing).
