Larry,
They won't see anything from before they joined, but they will/should get
everything from then on, regardless of subject. There are no threads, just
emails.
Reposting the list before finalising should catch them up.
And posting the links to the voting a few times (which you already do,
IIRC), will take care of anyone that joins while the voting is underway.
