I have tested this setting, but it's hard to say ...
may be, yes, the CPU is not always 100% if "Sync to vblank" is on.

But on the same subject, I noticed that on windows, there is a special
Torcs setting in the "Options/Display" screen : "Max Frequency",
that is not present on Linux. And as I have a 60 Hz flat panel,
I put this frequency to 60, and this time, the CPU seems noticeably
under 100% (may be 60-80) ...

Isn't this another way to make less noise and heat ?

So, question : why isn't this setting accessible on Linux ?
