Dirt-1 for 1.3.1

Hi,

i readed through the changes since 1.3.0 and see a lot of new and
reworked tracks is coming.

I worked a while ago an Track Dirt-1 and it would a pleasure if this
would be bundled with 
the TORCS 1.3.1 release:
