Focus means in this case the position of the mouse pointer, so you use the braces to add/remove them (I guess this worked). These are then just kind of windows, so if you want to configure such a window, point with the mouse pointer over it, then it gets the commands for changeing camera, etc. So the process would be:
- Set up your 2 players
- Start a race including both players
- pause it before it starts
- Split screen
- Point to the first windows, set it up for the first player
- Point to the second window, set it up for the second player

Please have as well a look to the TORCS FAQ on www.torcs.org, the process is described there as well (but from "focus" I get you come from there).

PS: Sorry, I know its complicated, but the intension was more a multi camera view, so the split screen multi-play is just a clever abuse of it, we should make this easier some day.
